MTS undertook the stand alone procurement for a Belfast wide Imaging Service. MTS prepared the Bill of Quantities, the initial specifications, evaluated the Procurement Tender responses and negotiated with the Preferred Bidder for pricing. MTS also had inputs to the contractual documentation. This was done alongside Orchard PPP.

MTS initially undertook the equipment advisory role to the Trust through IBS however had to directly report to the Trust. This included all aspects of medical equipment in this large PFI development. The Acute Hospital, Integrated Care Centre and Mental Health Units have been scheduled and bidders issued with the Trust equipment list and equipment categories. The Trust had just awarded Preferred Bidder to Multiplex including a Managed Service for medical equipment. MTS was appointed to get them to Financial Close.

MTS were appointed to produce the Bidding documentation and to write the equipment specifications. Leicester appointed Equion as their Preferred Partner and MTS undertook the equipment contractual and technical work. Independently of the main scheme MTS was contracted to evaluate tenders for a separate stand alone Managed Equipment Service, (Imaging). This project was ultimately cancelled on advice from the DOH.

Responsible for the procurement and commissioning of all Trust Equipment for 850 bed acute hospital and management of total equipment budget. Project management of the fit-out programme for major items of fixed equipment which involved close liaison with the PFI consortia and third party contractors, working within very short timescales. Development of standardisation of equipment across the trust and integration with new IT systems. This project was undertaken by Catherine Holmes who joined MTS in June 03 as our Senior Project Manager, having previously been the Trust Project Manager.

MTS created Room Data Sheets in ADB format from the Trust's original output in "Hiltron" Format. Then through attendance at 1:50 design meetings we agreed with the Trust the final equipment required for all the rooms in the project. MTS also gave advice on the requirements of respective departments as some departments within the new hospital do not exist in the old facility. A costing check exercise was also carried out for the consortium and a separate costing exercise carried out for the Trust.

This was continued through the 1:50 design meetings for Kingsway Mental Health unit, South Holland Hospital project, Leicester Learning Difficulties Unit and Erewash Hospital. 2 of the 3 schemes have now reached financial close.

MTS were appointed by the IFC part of the World Bank to develop a PPP project for Alexandria Hospitals in Egypt. This is the first PPP project in Eqypt and will provide state of the art hospital facilities at Smouha and Mowassat hospitals. MTS are appointed as transactional advisors direct to the IFC and technical advisors via Mott MacDonald. MTS had developed all the bid documents relevant to the MES and advised on the contract, service specifications, equipment schedules and other documents necessary for the tender. The bids are due to be evaluated later in the year.

MTS was appointed in January 2008 to provide audit and project management to the Trust for their recently signed PFI. This included a significant amount of construction interface with Bouygues as the Trust are responsible for all equipment including pendants, operating lights, and all major architectural systems. Initially the Trust required MTS to support the procurement of all Group 1 and 2 medical equipment however the role has expended so that working closely with we are responsible for all equipment. Equipment budget is 24m. MTS is currently working on the logistics planning for all equipment installations and commissioning plans to bring the new hospital building in to operational use. MTS were appointed by the Trust to assist in the renegotiation of the Managed Facility Contact. Much of the work was commissioned to deal with shortcomings in the original contract signed in April 2006 and to respond to the public interest report published by the Audit Commission in November 2008. The detail of the work is highly confidential however the resulting amendment agreement provided the Trust with much improved VFM without any diminution in service provision.

MTS were appointed by the Trust to value test the Managed Equipment Service ten years from commencement of the original PFI contract signed in 1999. The work involved ensuring that the current service provision was adequate to meet the standards required from the contract and still provided value for money. The work involved detailed analysis of the financial model and service specification to set the baseline for the next ten year period. This service includes all Medical Equipment, Telecommunications and an MRI Service.

MTS were appointed to work with Lift Co and NHS Barnet to develop equipment schedules, budgets and lifecycle plans for the redevelopment of Finchley Memorial Hospital. The scheme successfully reached business case approval in April 2010 and is now proceeding to financial close. The work has involved consultation with architects and equipment users to produce equipment schedules that will deliver a new primary care facility on the Finchley Memorial Hospital site.
