MTS has provided technical resource into attending user review and room data sheet planning; development of full bill of quantities; specifying equipment and interviewing suppliers, and overall equipment procurement and project management. MTS is also providing the equipment master planning tool, E-Quip.

MTS were appointed in 2002 pre-OJEU to assist the Trust in the development of the equipment lists, budgets and specifications.

The Trust selected Skanska Innisfree as their preferred bidder and Siemens as the Managed Equipment Service provider. The project is now in construction. MTS re-tendered in 2007 / 2008 for the non-medical equipment procurement. MTS was appointed in April 2008 as the Trust Procurement Agents for the £10m procurement of non-medical equipment.

This is the largest PFI in the country and the appointment is for 7 years across all 4 phases, culminating in Phase 4 in 2014. Phase 1 opened May 2010. MTS also provides the Trust with the master procurement planning tool, E-Quip.

MTS were appointed by the IFC part of the World Bank to develop a PPP project for Alexandria Hospitals in Egypt. This is the first PPP project in Eqypt and will provide state of the art hospital facilities at Smouha and Mowassat hospitals. MTS are appointed as transactional advisors direct to the IFC and technical advisors via Mott MacDonald. MTS had developed all the bid documents relevant to the MES and advised on the contract, service specifications, equipment schedules and other documents necessary for the tender. The bids are due to be evaluated later in the year.

MTS were appointed by the Trust to assist in the renegotiation of the Managed Facility Contact. Much of the work was commissioned to deal with shortcomings in the original contract signed in April 2006 and to respond to the public interest report published by the Audit Commission in November 2008. The detail of the work is highly confidential however the resulting amendment agreement provided the Trust with much improved VFM without any diminution in service provision.

MTS has been appointed to assist the Horizon Consortium who are bidding for the Royal Liverpool University Hospital Project. Horizon comprises of FFC Construction and Interserve.

MTS will work with the Health Planners and Design Team in the creation of the inital equipment lists and budgets. As the scheme progresses, MTS will assist in co-ordinating the High Tech Medical Equipment Interface and advise the SPV on potential life cycle and other budgetary issues.

MTS were appointed to work with Lift Co and NHS Barnet to develop equipment schedules, budgets and lifecycle plans for the redevelopment of Finchley Memorial Hospital. The scheme successfully reached business case approval in April 2010 and is now proceeding to financial close. The work has involved consultation with architects and equipment users to produce equipment schedules that will deliver a new primary care facility on the Finchley Memorial Hospital site.

MTS was tasked with achieving savings off the pre-agreed budget and against Trust issued specifications and the Brookfield Construction and commissioning program. MTS achieved a significant saving.

Financial close was achieved Summer 2004.
