Andrew Frost

Andrew is a state registered clinical scientist and chartered electrical engineer with over 22 years experience in public and private healthcare working within the NHS and a number of major healthcare multinational corporations. With a mix of commercial and clinical technology management experience, encompassing business management, education and training, marketing and business development he has been active in delivering equipping and equipment management consultancy to leading PFI consortia and the NHS.

Leading the equipping element within a project, he has consulted on a variety of healthcare new build projects, with responsibilities ranging from providing generic equipping advice to architects and healthcare planners through to working up full managed equipment service models.

As a consequence, Andrew’s experience encompasses both project management and consulting activities associated with the entire lifecycle of healthcare facility development from an equipping perspective. This includes initial equipment scheduling, equipping design interface with architects and health planners, user group meetings, room data sheet iteration, equipment cost modelling, asset auditing, procurement and clinical technology management.

After graduating from the University of Kent at Canterbury, Andrew joined the Department of Medical Electronics at St Bartholomew’s Hospital in 1984 where he started his career in Clinical Engineering. During his time at Barts, he completed a MSc. in Medical Electronics and Physics and was actively involved in the design, development and delivery of external equipment management contracts to the NHS. Andrew left the NHS as a Senior Physicist in 1990 to join Hewlett-Packard’s Healthcare Group (later to become Agilent Technologies which was purchased by Philips Medical Systems in 2001). During this period, he had a number of roles encompassing training development and delivery, Quality (project managed group to ISO9001) and general project management.

In 1997, by specialising in the medical equipping process, he became extensively involved in PFI, specifically focussing on developing the Managed Equipment Services (MES) concept where he was actively involve as a MES Consultant to a variety of PFI Consortia. In 2001, he project managed Toshiba Agilent Healthcare Group up to financial close for the delivery of a Managed Equipment Service at Greenwich. This project is currently operational for Toshiba.

Andrew was responsible for the design, development and implementation of new Healthcare support business solutions. Activities to date include a multi-vendor upgrade programme, designing/bidding/implementing multi-vendor support solutions for the PFI/PPP market and the introduction of a new equipment management software solution (Optim-EMS) into the equipment management market. In March 2003, Andrew joined Draeger Medical’s Project Group as a Senior Project Manager on whose behalf he is delivering an equipping project to integrate £30m of clinical technology into the North Staffordshire NHS Trust hospital PFI Scheme. Andrew joined Tribal in June 2006 migrating to MTS Ltd in August 2007 as a Senior Project Manager.
