Caroline Finlay
Caroline set up and created Managed Technology Services Ltd (MTS) in 1998 and has been
a Director ever since. She was joined in 2000 by Ruth Strickland, whilst working on delivering the Lanarkshire
NHS Trust procurement project.
In the last 9 years Managed Technology Services Limited has become the market leader in
managed equipment service advisory both within a design build (through PFI) or as a stand-a-lone, this is predominantly
due to the advice and expertise provided by Caroline.
Caroline has a Biomedical Engineering background and has worked on a wide range of equipment
projects in the UK producing option appraisals, business cases, procurement strategies undertaking medical equipping
and operational reviews and implementation plans. She has also advised Trusts and bidding consortia on major PFI
development schemes as well as smaller capital equipping schemes in respect of service planning, design, output
specifications, investment planning, service configurations and operational solutions.
Caroline has successfully project managed service contracts within four PFI contracts
that have reached financial close. She is currently involved in the procurement of a number of projects at
preferred bidder, including the Barts and the London project which is due to close in summer 2005.
Whilst most of Caroline’s experience is based in the UK she is leading a strategic
consultancy role with Partnerships BC and is developing PFI procurement strategies with representatives of
the Canadian health economy.
